No provision for cost of living adjustments(COLA). I'm sure our legislators will get theirs! Pay banding was tried without sucess at our command and failed miserably. After of years of trial, it was abandoned reverting to our present system. In conscience DOD civil service personnel should be treated equitably, not as red headed stepchildren. Please consder the "right thing". Your children and grandchildren will have to suffer this scourge. Your conscience awareness and that of the president should relect the principles of this great nation.
