NSPS as a whole looks to be a good proposal for military bases that have a predominantly military workforce. Where I work DoD civilians outnumber the military 3 to 1 and always have...the proposal for paybanding is not unlike that of NON APPROPRIATED FUNDS employees or hourly workers...I have worked for the Air Force for 21 years and am thoroughly disappointed in the current personnel system's cronyism, favoritism and plain lack of discretion in who and how hiring is accomplished. The current mechanism of job application limits many eligible persons from applying just as the NSPS would limit chances for fair compensation as well as recognition of outstanding performance to mid and lower grade employees that are not in directly mission oriented jobs but rather supporting those who are...who will protect the rights of the 'mission supporters'?
