Simply - if I could be assured of having a good, fair and objective supervisor as I do now to evaluate my performance under NSPS, I would not oppose the regulation. However, I have had a supervisor in the past and may have another soon who would not know how or even indend to use the NSPS properly. Other good, hard-working, conscientious employees I have work with for many years here at the Defense Supply Center Columbus, Ohio, have expressed the same concerns. Just because a federal employee works hard and performance excels does not mean his/her work will be properly acknowledged and rewarded. NSPS allows for the "good ol boy network" to become worse than it is already. I recommend a system with more safeguards to protect employees pay and ensure fair treatment. We have some poor supervisors here who would not use NSPS properly.
