From reading the materials presented in the Federal Register I do not see anything with specifics. Right now under the GS system, supervisors cannot withhold step increases as long as your performance is acceptable. With this new system it appears that even if you are performing at an acceptable level, you might not get a pay increase. I believe that favoritism will be more apparent than it is now. Being in an admin position I see and hear comments about a supervisor’s “pets”. These people get whatever training they request and every year they are put in for QSI’s. Other employees do not get anything even though their rating reflects that they are doing their job. My organization is encouraged to socialize out of the office. (I believe in putting in a good day’s work and going home to my family at night). I can see that this socializing or lack of socializing after hours will have an impact on who gets the raises. . It appears that everything will be left to the decisions of supervisors who will be held “accountable”. What does that exactly mean? This appears in the Q & A sheet. (Section 9901.343) I also see that pay can be reduced by as much as 10% if your performance or conduct is unacceptable. Pity the poor employee that a supervisor doesn’t like! (Section 9901.334) Locality pay is now being renamed a local market supplement. Local market supplement should not have anything to do with performance, yet even that can be withheld.
