Subpart D Performance Management-9901.401 to 9901.409: DOD employees should be able to to appeal any negative performance rating to an independent grievance and arbitration process like they can do now. The NSPS will eliminate some of the dead weight in personnel but it should be done slowly and carefully. Congress should be fully involved in the process to protect employees rights.
