Pay bands and performance awards. When supervisors and the people they supervise are in the same pay band, what supervisor is going to give the workers high marks that may limit his ability to get a pay raise? The performance pie is only so big and will only go so far! One of the primary reasons for employment with the government was the openness of the advancement system. So much for that reason.
