The "pay for performance" procedures under the new NSPS will ultimately lead to the number one legalized "good-ol-boy" network in history. The person that kisses up to the boss and plays golf with him will be rewarded with bonuses and a higher pay band. The person that challenges the status quo will recieve a lower performance rating and be overlooked for any bonus considerations. The bottom line in the system is, " defy the boss at your own peril." And to top it off, the system makes sure you can't complain to the union about anything, since the unions will not have any power. This is basically just another political high jacking of a system with the goal of reducing worker rights.
