DOD federal employees should not be penalized by allowing the COLA to be a part of the paypool distribution.This could have a drastic impact as federal employees salaries could be reduced and go below competitive salary levels compared to contract employees and the surrounding industry jobs. It is already difficult to recruit and retain specialized labor and support personnel in a public service job. COLA should remain separate since it is a reflection of the cost of living associated with the economy at the present time. In my opinion, paypool should be strictly for pay for performance
