Comments:
Why are comments being requested by the civilian workforce so late in the game. Implementation is planned to commence as early as Jun or Jul 05. So what this tells me is that the employee really has no input nor rights because the government has already determined it's plan of attack on civilians to take their rights away. I believe this plan fits perfectly into the "Good Ole Boy System" and "favoritism". The employer/manager may now pick who he wants to promote, allow a step increase and eliminate positions without proper justification in order to "get rid of employees". I think this is a slap in the face to the civilian workforce and I believe the civilian force will be worse off as far as job security is concerned.
