I find it hard to believe that because some areas in the civilian personnel system are outdated we are going to throw out the entire system and basically start over. This new program is nothing more than allowing the 'good ole boy' network the opportunity to operate in a legal manner. Civilian employees are hard-working, dedicated, and reliable individuals that do not deserve the treatment that this new program will allow. This new system does not promote pay for performance-it encourages pay for kissing butt. I do believe that the defense department will lose alot of highly skilled, professional people that can and will do far better in a company that treat people fairly. The only people that will be left in the governement is those people that have truly developed the fine art of 'brown nosing'
