I respectfully submit the follow comments regarding the new NSPS Veterans Employment. I am deeply concerned about the current practice and lack of proposal to correct the unfair policy of penalizing Military Retirees in terms of their leave accrual. If an individual completes 19 years, 11 months and 29 days and does not retire, they will receive annual leave based on longevity of total government service (8 hours per pay period). Once the individual retires from Active Duty they are treated as a new employee (4 hours per pay period) in spite of the high level of work experience, discipline, and in most cases education they bring to the table. If the primary rationale behind NSPS is to attract and retain high quality individuals, then one major step in that direction is to correct this disparity and afford military retirees the same leave benefits as those that did not retire from Active Duty. We are working for the same company (Dept of Defense) with the same goals and objectives. The majority of retirees will stay with the civil service for at least 15 years thus providing stability and continuity to the work place and the mission. True teamwork and dedication dictates that we applaud the longevity and embrace the continuity military retirees can bring to the civilian side of DOD. Thank you in advance for the opportunity to voice my opinion and concern, I assure you I am not alone in my thoughts regarding this matter.
