Comments:
Education: It would seem that even the "new" NSPS does not address the education issue. Current internal employees who receive an education while they are employed by a government agency and still have to wait for promotion grade by grade. As much as many agencies "push for education" employees are not rewarded for the education the do have or they obtain while in government service. I understand that NSPS "WILL NOT FIX" this problem.
