I've been reading the comments on NSPS and it seems that many are worried about the apparently limitless power supervisors will have over their employees. The Good Old Boy system is deeply entrenched and takes care of itself and its children. One way to dismantle this system would be to make rotation mandatory for all positions GS-12 and above. The military regularly rotates its people from one Base or Post to a different one - why not rotate the supervisors the same way, not just to different positions on the same Base or Post, but to different states or countries every two or three years. It might be interesting to see how many of them could function outside their network, and it would go a long way toward breaking up the Good Old Boy system. Also, I take exception to any plan to include the annual cost of living increases into the Pay Pool. The cost of living inevitably goes up for everyone, not just the favored few.
