Comments:
I see a system which can be badly abused and a Federal employee will have no recourse for complaint or review (the good old boy system). A employee's salary will depend on local budget concerns and not a national mandated pay schedule. Also, any employee can be RIF'd just prior to being qualified for retirement in order that the government save vast quanities of money.
