My comments are on Subpart I Labor-Management Relations: DOD should just go all the way and eliminate the unions rather than throwing them this sad plan. This is union busting at its best. It's apparent that DOD only talks democracy while actually it practices autocracy. Where are the checks and balances of the system? If one of the parties who provides those checks and balances is not an equal partner in the process, the process fails. What DOD couldn't get done with OMB A-76 contracting out, they will get done with poor managers driving good employees out if they dare to speak out against abuse. Just like the A-76 studies, DOD will find themselves with many non-performing chiefs, no workers, and contractors who won't move until they're paid. Then they'll continue to do the poor jobs they currently practicing. Sad for the tax payer who's been led to believe that they are getting a good deal. I suggest that OPM and DOD go back to history class and learn about facsism. They've forgotten or never learned that corporate states are bad indeed. Then they should come back and re-evaluate this horror that they are presenting as flexible and modern. It's anything but.
