As a 30-year employee for the DOD, I’m very angry at these proposals that seem to treat the employees who help defend our country in time of war and peace as the enemy. Most DOD employees work hard everyday and are committed to the mission and there agencies. Under the new system, the way workers will be paid, evaluated, promoted, and fired is appalling. These rules created will only influence more favoritism by managers instead of securing the services and civil concerns of the American people. The new pay system, which the DoD calls a Coepay for performance clearly shows a worker’s salary will depend almost completely on the personal judgment of his or her manager. In my years of observation managers have never been so far from detaching themselves from employee real performance. When you have a system as this, that force worker’s to complete with fellow workers for pay raises, you not only destroy teamwork which the DoD has strive for so long, but will increase conflict among employees, and reward short-term outcomes. And with this type of performance rating there is no accountability/ guarantee by managers to insure the best worker’s will receive fair pay raises. Page 7562 states that supervisors and managers will be held accountable, Trust, accountability, credible, leadership, and respect, are all fine word but unless you truly put them into action there no better than the paper you put on.
