The new system must protect people from bad managers - it does not. I remember 15 years ago when a coworker had trouble with a supervisor. The supervisor was not a good one and the two clashed over values. The supervisor tried to have this person fired but could not. This person, three supervisors later, retired and received a medal of commendation for his service and became a model for other employees.
