Classification-Subpart B. I have a concern that those who are among the first groups to deploy in the NSPS system might find themselves inelegible to apply for jobs in other agencies which have not yet deployed. For example most positions under the current personel system have a time in grade requirement (usually 1 year minimum) at the GS level one grade below the position you are applying for. If the employee under the new system had not fulfilled the time in grade requirement before they were put into a pay band would that make them them ineligeble to apply for a position in an agency that had not yet deployed under the new NSPS system?
