It looks like a return to the old systems of the 50's where you had to be related to, or sleeping with, someone important to get promoted. Given the propensity of Mr. Rumsfeld and Mr. Bush to erode and eliminate any decent among their "underlings" I am sure there provisions buried within the overwelming verbage that will futher inhibit employees from being anything but "yes" men and women to thier supervisors.
