SubPart F Workforce Shaping. Create a retention category for employees who have worked in DoD for 10 years or more and have top performance so that they have a little more protection (which they have rightfully earned) in a RIF that those who have only served 3 or 4 years. The long term top performers have earned and some deserve credit for their extended proven service, and subjected to the same RIF risk as 2-3 year employees. It is blatently unfair for management to de-value long term service and commitment and change the rules for good performers who have demonstrated hard work and dedication over the years. Employees who have moved performed and moved steadily upward for more than 10 years should be allowed to retain some RIF protection rather than simply being lumped in with those who have only been onboard a several years. Especially when the RIF rules are being relaxed as so much under proposed NSPS which would permit RIF of any organizational unit at management perogative or for political convenience.
