Given the way the Constitution has been superceeded by the Patriot Act, is there any reason to not suspect that NPS will suspend issues such as collective bargining, competitive promotion, and the distribution of raises to suit the desires of administration and political appointed officials? I suspect that the old parctices of favoritism, nepotism, and requirements to sleep with the boss will be reinstated as NPS removes most, if not all, protections offered by the current system. Raises and bonuses will be distributed among the Executives, Managers, and Supervisors, then token amounts to to the GS-nothings who will get the short end of the stick. Additionally, without COLAs, the administration can funnel more funds into pet projects without having to worry about such trivia as Congressional oversight and approval.
