I believe the proposed NSPS will undermine the civil service and hurt the mission of DOD employees. I am a veteran of the Air Force and I currently work at Travis AFB. I have 27 years of working for the Air Force and I fear that NSPS will destroy the one quality that sets DOD apart. It is our concept of TEAM WORK. We work as a team to get that mission off on time. We work as a team so no one is left behind and we together are better. If your boss will now decide who gets what pay raise and how much. You now break up that TEAM and we will now be in competion with each other. I believe we are going to develope a cannible system. Let me give you an example. I am a sheetmetal Mechanic and work on the left wing of a C-5 aircraft. When I get done I then go over and help the guy on the right wing. We then go down and help the guy on the engines. We help each other out so that the plane gets repaired as soon as possible and can complete its mission. Under the new NSPS, I might not want to help out the guy on the right wing because if he looks bad I look better. I will now want to go down to my boss and let him know that I am done first and make sure he knows that. Then if he directs me I will go over and assist my coworkers. People will seperate themselves from their coworkeks by letting them fall behind. We will no longer help them. We have an incentive, our pay raise, to wanting them to fail. Old timers will not share their knowledge with the new kids. They will tell them to go look it up and they will then tell the boss about how slow the young kids are. We are going to pit the work force against each other and I truely feel the potencial for violance and the loss of moral is what the legacy of NSPS will bring up.
