The new proposed system reminds me of the existing 'DEMO' Project (DP) at China Lake, CA, but with a twist. Who is to say existing Managers/Supervisors are all on the same page; have the same background/educational make-up. In short, I FEAR this new system will be a 'blood-bath' for hard working, college degreed federal civil servants, while the non-college degreed supervisors will get rich, fat, dumb, and happy!! This agency is already top-heavy as it is. Supervisor 'favorites' have already been promoted to Team Leaders - both armed with GED level educations. Change is good - only to an extent; positive change should be good for everyone . . . .please ensure this action will be positive, and not just for managers/supervisors. In the past 19+ years I have had three assignments, with (3) different types of supervisors and levels of education. The first one had 08 years; the second had 12; my current supervisor has 13. I earned my B.S. in DEC 1984 - explain - where is life fair within federal civil service, with the old system vs. the 'new' system????? My current supervisor and I are not on 'professional speaking terms.' It seems that 'we' get together every year for my performance appraisal - the last one being in January 2005, and I have yet, to receive a copy of such. Should I have received a copy by now????? Over the past 7+ years I've been the painted as the victim of this Branch and Agency; with very little justice available. In the new system, I 'FEAR' my performance will not be graded as up to PAR, and I will be relieved of duty - NO matter how well I perform. To make matters worse, the new system is NOT about performance; its about working with a set budget; some personnel will be receive raises based on the set budget, while others will get a pat on the back or worse - and who is to say that the new system is FAIR??? When you and your boss don't speak on a daily/weekly/monthly basis, anything can happen - and usually does. I would welcome the opportunity of 'spilling the beans' on the last 7+ years, but I am working with a 2 tier system as is: Its called poor communications and mis-management - and the new system will only strengthen the managements' gripe on the rest of us - workers. For my part, I do not approve/like the new system - it just allows my existing leadership chain to practice bully leadership, and micro-management, while being abusive toward 'guilty-until-proven-innocent college degreed federal civil servants.'
