I've been a federal employee over 25 years, also retired from the military. This so-called proposed NSPS regulations, seems like another way to control the Unions and the employees they represent. Example of the good ole boy process, at jacksonville is the Unions played a role in the selection process which made the process fair and cut down on the EEO and grievances , then the Unions were taken out of the process and the EEO and Grievances started to rise. The NSPS is what Pres. BUSH has been trying to do since he became our President, for example one of the first things he did aganist the Unions and Employees was cancel Executive Order 12871, Which tied the Unions hands IN some negotiation matters. Pres. Bush has also been trying to cut the federal employees COLA since coming into office. NSPS will finally do that. As a wage grade EMPLOYEE, have'nt seen how this will affect wage grade workforce, as a full time Teamster representative I will never get a pay raise . I was at one of these focus group meetings , which may I add was a waste of time, only answer we got from our questions was (we do not know at this time).there are processes in place now to reward employees for good performance, but with all the cuts in budgets and a war going on supervisors are not willing to reward thier employees, but the supervisors are getting thier raises/ rewards (sometimes as much as 3000 dollars or more ) and reason for the award was for slave driving thier employees and for saving money. so what do you think the new system will change? As federal employees our budgets will continue to be cut , Also with Brac LOOMING over us many federal employees will be out of the federal service.I worked for a private company for a short period of time, and it was like a family affair, alot of family members getting the raises and promotions. how does changing the system we are under now help National Security?the last couple wage surveys we took part of we were told we were not part the big picture in national security, so we got a small % pay raise.I've talked to several congress people and they feel they were also mislead on this issue also, There seems to be a double standard here in Jacksonville now , one way for WAGE GRADE EMPLOYEES another for management, management gets a hour or more for lunch and the employees get what supervisors give them. There are procedures in place now to fire unproductive employees, problem is supervisors are either to busy worrying about where they are going to eat lunch or to lazy to deal with the problem, or the training budget has been cut again.i'm sure how ever you'll come up with how this will affect the wage grade employees it will not be a positive thing , just look at the new change on comp . time for travel , which left out the wage grade employees whom are traveling to Iraq TO SUPPORT THE WAR EFFORTS AND TRAVELING DURING THERE OWN TIME WITHOUT COMPENSATION. NSPS will be the same, exempt employees will be looked after nonexempt employees will get the boot. should we see anything different, Unions have always been based on seniority , which keeps the favortism out, What protections do wage grade employees have whom really make the money for everyone else. We who represent wage grade employees need to know what NSPS has in store for them. pay banding, pay for performance, worker rights, everything in the proposal is so vague , again I ask what about the Wage Grade Employees? I've read alot of the responses and I can tell who are the managers and who are not, most managers like the new system because there is less to know and more money in there pockets while the working class get nothing but threats and no one to turn to for protection. Thanks for nothing I'm sure this will be the end of wage grade federal employees , not to mention Unions as we know them, THANKS FOR THE TIME I DO HAVE LEFT. AS A FULL TIME TEAMSTER REPRESENTATIVE THE PROTECTION FROM REPRISAL WILL DISAPPEAR.
