General comments on NSPS: This plan is going to be devastating to the work force. It will not only base salaries on the whims of managers who receive minimal training. It will eliminate any stability for the organization or the workforce. It will create a corrupt system of cronyism, waste, fraud and abuse unseen since the 1930's. Sound, honest hard-working employees who are not good at selling themselves to untrained or remotely located managers will be the first to give up and move on. The whole thing is a disaster. You cannot train managers to be fair, smart, or honest. Sure, they will be able to get rid of the 3 percent of the workforce they should of anyway. It will also force the real, working, behind the scenes employees out. And, who's to terminate the bad managers? Trash this personnel system. Spend the time and money training managers on how to be effective within the current system. That's something that hasn't been done, and the agency has had years to do that. DOD, you are an embarrassment to America. You're blaming and punishing the workforce for YOUR failures. Do you expect any thinking person to believe you'll utilize this system better than the last?
