I have grave concerns over the proposed NSPS that is scheduled for implementation. The entire section 9901 is objectionable due to many ambiguities and the fact that many basic rights of civilian employees would be forfeited. In particular, we are told that that 80% of government workers feel that they are in the top 20% of workforce performers (myself included) and thus would have nothing to fear from NSPS but could only benefit from its introduction. Obviously, 60% of the workforce will be stunned to find they are not in this top echelon and that, rather than benefiting from the bonus money being given to the top 20%, would instead be contributing to the bonuses of the top 20%. Furthermore, in austere times, it is likely that some may take pay cuts to provide funds for the top pay band employees. This is only one example of how the NSPS appears to be beneficial change but is in reality a grossly unfair system and, as written, should not be introduced. The loss of good, hard working employees would result and worker morale would plummet. That is too high of a price to pay to give management more control and reduce costs in the short term.
