Training managers: At my installation, HR is putting together a two-hour training session for managers on NSPS and how to work pay for performance and performance management. It doesn't take much training to show managers how to make sure some get more of meager funds set aside for pay than others who actually do the work. It will be worse than NAF administration employees at my installation. There the managers get thousands; the employees get little, but at least their system allows the union to negotiate the percentages. NSPS takes even that away from employees. If DOD wants to do this then the unions should be able to negotiate the percent increase for each rating levels. Or better yet, the law for federal workers should changed so that employees can walk out, sit down or strike. Congress allowed DOD to re-write a lot of laws in this horrible system. Workers should also have the opportunity to throw out some laws that fail them. Employees should not have suffer the indignities of being wage slaves to ignorant managers.
