NSPS Proposed Regulations Overview Briefing February 10, 2005 - The proposed regulations are the result of a rigorous and broad-based effort to modernize the personnel system for the Department, while preserving the core, enduring values of the civil service. And, with that being said,where exactly will the funds come from to implement the NSPS? I have heard that the total cost could very well exceed $1 billion! It would seem to me that we could allocate those funds to where they are really needed. In my opinion, this is a serious waste of tax dollars. In addition, I would like to say that, in a perfect world this type of system may work, but unfortunately, as we all know, we do not live in a perfect world. NSPS has a great potential for misuse and abuse. And provides little means for employee recourse, when these abuses occur. we cannot afford to divert tax dollars to a personnel system that eliminates worker's rights and only further injure the morale of civilian Defense workforce! If implemented, I believe the Department will lose a portion of it's quality workforce to the private sector. In closing, I would like to provide a comment. What exactly does the NSPS have to do with national security anyway? I have yet to find a good answer to that question!
