The proposed NSPA is an unnecessary and mean spirited approach to put in place unprecedented authority and power in the hands of a few individuals. This effort is inconsistent with years of good faith, effective collective bargaining precedents by both DoD and AFGE. This NSPA plan will essentially return the Federal Civil Service back to the era of the " Spoil System" where Federal appointments were given on the basis of political patronage. The great majority of Federal Service Employees are highly qualified, honest, loyal, and hard working individuals undeserving of being cast under the proposed NSPS. I urge the NSPS plan as proposed be rejected by congress in its entirity and DoD asked to work with the AFGE in a more fair and equitable way as has been done in past successful negoitations that resulted in equitable work rules for the Federal Employee.
