National Security Personnel System 5 CFR Chapter XCIX and Part 9901/304 Would someone please send me a Pay Banding Table? I agree we need to improve our present pay system but it is not completely broken. We need to streamline the process and fine tune some areas. We are spending Millions of Dollars on a new system that will be worse than the present system in 5 years. Again we seem to be shooting ourselves in the foot. I am not a Supervisor, am not being paid to supervise, but I supervise people. I see the admin people being paid at the minimal level. These employees are the backbone of the organization, but are not compensated for their contributions. (To set the record straight I am not an admin employee.) I see management running over employees under the present system. It appears that this will only get worse under the new system. I have managed the same project for many years. Teamwork has separated this office from similar offices in the same organization. The performance of this office speaks for itself. To be a successful supervisor or manager you must have the ability to lead. To be a successful leader you must have the ability to turn lemons into lemonade and sour grapes into wine. We are forgetting to take our employees on this mission. We are leaving them behind. If we plan on being successful with this new system we must include them. This means we need to be straightforward with them and tell them where we are and where we are going. This mission will not be successful without them. The workforce has the ability to perform the missions of the government. Managers and supervisors, please give us our marching orders and let us perform the mission. You have the necessary tools to do your jobs - do your job. Let the workforce do their job and make our organization look great. We need leaders. We need people that want us to succeed. We have the skills and abilities that are needed to do an excellent job. You our managers, senior leaders, and supervisors need to provide an arena of attitude for the teams to perform and excel. We are being handicapped and discouraged. You all need to be building morale and trust. We cannot suceed without support. When an organization is being programed to fail, the results will probably reflect the program. Someone please look at where we are headed and use some known principles to get us going in a direction that will build trust, teamwork, and success. Give the workers a chance to suceed. Changing systems will not fix the problem. The new system is going to make it worse. We owe this to the taxpayers. We are all government employees.
