The Case for Action states that the civilians are being asked to assume new and different responsibilities, take more risks. This includes being moved into military jobs to free uniformed men and women to focus on matters unique to the military. This amounts to a "silent draft" and gets around the problem of insufficient numbers of uniformed men and women of the military. Most of the civilian workforce would gladly take on more responsibility, but it should come with the benefits that the military enjoy. More pay, equal annual raises, PX and commissary priviledges, one half million dollars worth of life insurance, free medical and dental coverage, tax free income when in combat zones...etc. Where is the "Quality of Life" for the civilian workforce that the military is famous for?
