I would like to comment on why supervisors should not have as much power as they would have in the new system. My perspective is a history with the Corps of Engineers. First, the Corps of Engineers is the Greatest organization in the world. They just have some really bad people in key positions and I think that this is an Engineer thing - smart people but terrible at people skills and management. I have seen discrimination against Blacks, handicapped, women, and Jews. Where was the union – in bed with management. Where was EEO – the management is EEO. The worst that I saw was the moving of a GS 12 Engineer to another Division to keep a qualified Black man from getting that Job. Being in the right spot, that person was promoted to a GS 13 without competition, Somehow, his position was demoted. However, when a GS-13 management position in Engineering was open, this person was moved into that position since he had been a GS-13 and thus preventing someone from the stopper list from getting it. The next day, that person’s ex GS12 job was made a GS -13 and filled as such. This guy is now one of our leaders. You guys expect me to believe that our management is going to have a transformation becoming good and honest people – baloney.
