Subpart D Section 9901.511 This will end up being part of a "buddy" system. lt won't work in principle. l've seen this too many times already. Say an employee is a good performance and is eligible for an appointment, but the supervisor gives the employee a low rating so the supervisor can place a good buddy (who is a non-performer) in that appointment. The same holds true for the current merit staffing positions. Most employees don't write on them because 99% of the announcements have already been selected for current subordinates and/or friends of the supervisor so why waste time? Then, if the good performer appeals the decision, it wouldn't make any difference in the good performers payout. Totally unfair!
