I began to write a rather lengthy and detailed comment but decided not to, because after reading (not skimming) this NSPS Proposed Regulation and many of the comments already posted, I felt that everything I could say was already addressed. So, DITTO! I do believe that changes are necessary and inevitable, however I do not understand why it be necessary that the wheel has to be re-invented. If the current system does not "seem" to work in today's world, then change it, not redevelop a new one. What will the cost be to implement this program? How can success be guaranteed by November 2009, and by who's standards? There are just too many unanswered questions in a proposal that is very vague to say the least (i.e. 9901.211 "DoD may establish career groups..."). Everything seems to be "may", with no direct guidance or facts. Again, DITTO to all the comments already posted. Why does the wheel need to be re-invented?
