Comments:
As a DOD employee since 1984 I have personal eperience with the present DOD system.The NSPS,in particalur the pay banding systtem was previuosly tried with Navy Agency in California and it did not work. I also believe that NSPS will take away the basic fundamental due process rights i.e.the right to grieve through our exclusive union reprentative at our installasion.Moreover the new system will allow for more faverotism and discrmination in promotions , pay raises.therefore openning the flood gates for even more EEO compliants.In closing I believe that the present system has no baring in the nation's security and ability to defend our nation from Terrorism. This nation was born on the fundamental due process rights that our founders evision in the Bill Of Right and our Constitution .
