9901.371, 9901.372, 9901.373 There is not anyway to determine what band a person is going to be into. I have understood that GS-13s, and GS-14s, will be converted into the same pay band. Currently, GS-14s and GS-15s are in the same pay band. If the GS-13s and GS-14s are put in the same band, there must be a 'line' where the GS-14s below the line go into the lower pay band, and the ones above the 'line' go in the upper band. This means that if someone is a GS-14 and just barely over the line due to step increases, and someone else is barely below the line because they have one year less service, but are doing the same type job, the one that is over the line will be able to advance much higher in pay than the other. This is true in the office I work in. It would be extremely unfair and morale killing to allow that to happen. In effect, it would cause the 'lower' GS-14s to do just enough to maintain their pay, since they would be at the top of the lower band. The other 'higher' GS-14s would continue to work in the higher band and have high salary increase, while the lower ones would get nothing.
