RIN 3206-AK76/0790-AH82 - Subpart B-Classification-1. Employees on CSRS will lose job security. 2.Job Descriptions need to be in depth enough to prove applicants are qualified to safely and efficiently accomplish their jobs. Changes in these descriptions could adversely effect production and safety. SubpartD-Performance Management-1. Putting an employee's appraisal in the control of one supervisor can prove to put individuals in jeopardy. If a supervisor dislikes a subordinate it can easily cause a lower appraisal.2.I believe NSPS is being implemented to quickly and without enought thought to fairness to the workforce. Subpart G-Adverse Actions-1. There is no recourse for the employee if he is disciplined. 2. Employees have no rights to representation during adverse actions. 3. There seems to be too much room for unfair and unjust actions toward individuals. Subpart H-Appeals-1.In America we are used to an appeals system in the NSPS there is no appeals system. This seems to be injust. Subpart C-Pay and Pay Administration-1.The tricle down idea for pay raises and awards is doomed to fail. Money never trickles down far enough to fairly affect the lower paid employees. These people will be overlooked by NSPS and they are the backbone of the civil service system. 2.Pay and retention need to be based just as strongly on longevity as on job performance. This show gratitude to our more experienced and older employees who know how to get the job done right. Miscellaneous Topics-1. The government is trying to restructure to emulate outside companies. That said, why not go to 30 years and out/retire? 2. Why does social security penalize government retirees?
