I'm nearing retirement and so am concerned with the high three factor. Any bonuses that I hope to earn would not be considered as a part of my pay band if I understand this correctly. Any step increases are considered part of my basic pay under the current system. I suggest that we keep the current system for those who choose to keep it and let new hires and others who choose so use the new NSPS system. This is what was done in the past with CSRS and FERS and would be the best and fairest way to introduce this new system also.
