Does an employee get "saved pay" when reduced in pay bands due to a situation that is beyond their control like they would in the current system? When reading the regulations, it is not specified. Can you imagine morale issues when a RIF or downsizing occurs and employees are forced to a lower level of the pay band, but do not retain pay indefinately as they do in the current system!
