This whole system was wrote with the sole intention of eliminating workers rights, reducing the organized labor unions effectiveness,to the point of in name only. cases in point,. A person gets transfered to a new location. (volentary or involentary) can have his pay reduced. # 9901.352 Supervisors may hold some if not all raises with out justification. even when theres enough money allocated for all employees.No oversite on supervisors to be held acountable. Positions can be terminated with only a minimum 60 day notice # 9901.609 Pay group wages can be lowered by the agency when and where they see fit. and employees can be removed and transfered to a different pay group as well, terminating union pay agreements. # 9901.354 Job descriptions can be altered to increase duties and repronsiblities beyond main job title by supervisors for which the employee may or may not be compensated for those additional duties at any time, unions would not have a say in these matters. Representation by union reps,on employees behalf as a 3rd party to resolve problems would not be permited. Employee would have to appeal all maters to the whim of the agency to whom the dissagriment was with on his own. Raises based only on a last performance rating, instead of consideration to the overall performance over a employees career opens all kinds of bias in employee supervisor relations, Race, Religion, Age, Sex, Prior Military or not, Mil.Retiree or Disabled Vet status and work restrictions based on those disabilities.
