I have fears of this new system. We can not even manage to get the rating system to a fair level. What makes you think this system will work for raises. If you look at the history of both the military and the civilian rating systems they have always been over inflated. Everyone keeps changing them to make them fair until we are either acceptable or not acceptable. How do you think years of management in this mind set are ever going to be able to give raises fairly. I think the entire system needs to be thrown out.
