As with most DOD employees, I am concerned with the implementation of NSPS. I have a rather long career at this point and have worked for several supervisors. Some were better than others and some were more personable but all were not managers. There is a big difference. On many occassions, I was written up by my first line supervisor for outstanding work. As it worked through the current system, more times than not, it was lowered by a board or second line supervisors and higher. I do not think NSPS will fix this problem I think it will make it worse. Also, I do not think that we have many in DOD who can write the correct performance metrics that will be used to grade employees. The potential for favorites to be chosen for increases is immense under NSPS. It also concerns me because funding is not a bottomless pot of money. There will be expectations of people who are graded high to receive awards. Those may not be possible because of funding issues. I urge everyone to take the time to do this right or not do it at all. I fully understand the need for the hiring processes to be quicker and for the government to hire top performers and pay them for their work. I don't think NSPS will get us there.
