§§ 9901.211 – 212, 9901.221 – 222 There is no clear explaination of how classification will occur. We are lacking the details (possibly known to the Secretary alone at this time) alluded to in these paragraphs. Pay is the most important item too all employees. § 9901.313 "To the maximum extent possible" - exactly what does that mean? Thsi should be stated clearly. § 9901.331 Do "Local Market Suppliments" mean the same thing as today's Locality Pay? And will those of us that receive no Locality Pay now because of our pay scale as engineers or IT workers be made eligible for this pay now? § 9901.345 I have been a DCMA Employee for three years now and have yet to become "certified" according to DCMA dogma. This is not my fauly but that of my employer. Will problems that happen in the course of a required certification that cause the certification process to stall or slow down, not due to the empoyee, be reflected in that empoyees' pay? §§ 9901.405-409 I do not think these changes will make any difference at all in eliminating poor performers. § 9901.511 This creates the incentive for patronage to flourish. § 9901.512 No clearly defined probationary period is stated. §§8801.713-716 Does this mean an end to the Grievance Procedures currently in effect? If true I am entirely opposed to any changes being made in this area. How would these changes contribute toward a more deployable work force anyway? §§ 9901.805, 808 Changes to the appeal process should not be made. The burden of proof for frivilous actions should be upon the government and not the employee. § 9901.905 - 928 I object to this section entirely. Boards appoitned by management cannot be trusted to represent workers. Might as well just not have any appeal process at all instead of the kagaroo/sham one described. In general I believe that these new work rules are a disgraceful way to treat the working people of this country's government. This NSPS will go a long way into turning government jobs into McJobs!
