This is in addition to previous comments I submitted. My attitude towards NSPS has changed since then. I now feel that this system will only set us back to the good ole boy system! I don't trust management either! The only civilians that matter on this base are those who are scientists, even ones who just pretend to contribute to our organization's mission behind the guise of RESEARCH. I feel that NSPS will only be beneficial to these civilians while the rest of us will be left out in the cold, but expected to take care of these big-whigs' administrative work without compensation or even a THANK YOU, if they don't fire us first because they {the organizational managers] don't like us. The proposed regulations are too vague without specifics, this makes me highly suspicious of DoD's true intentions. Are we expected to accept this whole sale? I don't buy it!
