Subpart D Perf. Mgmt 9901.401 to 9901.409- For fairness and accuracy, all DoD employees should be able to appeal ANY performance appraisal rating to independent grievance and arbitration process' like we can now. Subpart F Wk Force Shaping 9901.6012 to 9901.611- DoD should not change current RIF/layoff rules. Performance ANd years in service should have equal weight as they do now.
