"Larger increases to outstanding performers." "Movement thru pay band based primarily on performance, increased responsibility or job complexity." "Supervisors can give a reduction in pay based on his perception of performance." "Employees are retained based on performance/contribution to mission." "Employees will have greater opportunity to affect their pay through excellent performance". So who is making the judgement about which performances are excellent or outstanding? The plan is for greater emphasis on performance as a factor in retention. In other words, our very right to work here will be in the hands of whoever evaluates our performance. Here is the problem: The supervisor, who has sole discretion of an employees performance evaluation, is still human. It is only human that perceptions of performance are sometimes directly linked to what a nice, round butt or uplifting breasts an employee has. Which means that an employee with 20 something years experience can get a pathetic appraisal with no bonus pay and a shapely young hot chick with 6 months experience can get a great appraisal and a hefty bonus. The "Time in Grade Raises" is a safeguard against this kind of thing. I see this new pay banding as a huge step backward into the "Good Ole Boy Country Club". We have all watched with horror at how the Walmart stores are able to treat their employees...they are actually asked to punch out then unload trucks for one to two hours without pay. If they don't, they can be fired. If they even whisper "Union", they can be fired. It was in the paper that a meat department in a local Walmart was all set to have a union. The Walmart immediately closed down the meat department and now has only pre-packaged meats. Those employees were fired. I believe that we are headed for that same scenario, as we are now being stripped of our bargaining rights. Oh sure, they are saying that we can consult the union but...."Proposed system retains negotiated grievance procedures with arbitration excluding matters relating to pay". So what can we talk to the union about.....the weather or the lunch menu???
