The current personnel system is plagued with abuses by management and subordinate employees. The greatest amount of abuse I have witnessed has been by the hands of management! As a federal employee, I have witnessed management abuse the personnel system in the areas of promotions, and hiring, as well as performance appraisals. It is a "good ole boys system" unlike any I have ever seen! I have studied the proposed new personnel system and I fail to see how the new system will stop personnel abuse by management. In fact, all indications show such abuse will not only continue but it will escalate exponentially. And it does absolutely nothing to abolish the "good ole boys" network. The new system should implement regulations and guidelines to protect employees from abusive mangers. Particularly, managers that advocate social and personnel "network clicks" in the workplace. The "good ole boys" network is at the heart of subordinate employees abusing the current system. The proposed new personnel system does not address this problem; as a result, you are simply prescribing a band-aid to cure a cancerous tumor. The current system will work if you would only remove the "good ole boys" network. As long as you allow this network to operate within the Federal employee system, it will always have a detrimental impact on any system you try to implement. If you truly want to improve any personnel system, you should surgically remove the "good ole boys" network.
