To whom it may concern, I agree that the current system has some problems but the proposed changes will take the right of the individual employees away. There has to be another way to allow more flexability to the supervisors without this type of total overhaul. There is no one in the current civil service system that will say that all favoritism has been alleviated, but the NSPS will allow favoritism to be found wide spread. The new system will prevent freedom of speech because people will fear for there jobs. There has to be a way to protect the good civil service workers from the bad supervisors yet allow the supervisors an easier way to remove the unwanted employees.
