I was formerly employed by the Department of Homeland Security and have worked under the proposed NSPS. It is unfair and confusing. NEVER ONCE was I told how I could be promoted or earn a raise within the system. The only raises given were COLA's. Evaluations were a joke. I was forced to backdate three evaluations because the supervisor simply forgot to do them. "Teacher Pet" promotions abounded. It took a widespread Internal Affairs investigation of TSA Seatac to help sort out the mess. I am asking you not to switch to the NSPS. I fear many capable federal employees will leave under the new system. I left the Department of Homeland Security because of the unfair system. This change would be a monumental mistake
