Though the current system is far from perfect, it is my opinion that if this plan is implemented as has been outlined, this new system will make the "group think" problems already epidemic in DoD (and elsewhere) worse than what presently exists. One only needs to revisit the testimony of Nobel Laureate Richard Feynmann before the Challenger Commission to get the gist of what it is I am suggesting will happen in a system where individual promotion (and maintaining a persons status quo) is based on the subjective perception of a management that strives on consensus. Objective analysis (free from the risk of career anihilation) will be among the first casualties of such a system based on the capriciousness of human nature.
